2011–2012 All State Program


All State Check List 2011-2012

ALL – STATE POST COMMANDER AND QUARTERMASTER PROGRAM:

In order to be in contention for All-State honors, a Post must meet the following criteria:

1.  Posts must be 100% in membership, reported to National membership by April 30, 2012.

2.  Posts must have at least 2% new or reinstated members. (Example: A Post of 50 or less needs 1 new or reinstated member - a Post with 325 members needs 7 new or reinstated members).

3.  A Post must be in good standing with All National and Department By-Laws, in regard to Post Audits, bond, Election Report and District attendance.

4.  Obtain a minimum of 125 points.

5.  Only the top 15% of qualifying Posts will earn All-State.

Each All-State Commander will receive an All-State Post Commander’s cap, a special gift, All – State Commander’s pin and All-State Commander’s citation. The commander with the highest point total will be named Captain of the All-State Post Commander’s team.  That person will also receive a special gift from the State Commander and $300.00 cash award for the 2012 State Convention. You must attend the State Convention to receive this award.

Each All-State Quartermaster will receive an All-State Post Quartermaster’s pin and authorization to purchase an All-State Post Quartermasters cap.

THE VFW NATIONAL WEBSITE WILL BE USED FOR MEMBERSHIP INFORMATION (www.vfwkc.org/memstats) NO EXCEPTIONS! SO ALLOW FOR PROCESSING TIME.

DEPARTMENT REPORT SHEET AND DIRECTOR INFORMATION WILL BE USED FOR PROGRAM REPORTS.

 

COMMANDER’S ENTRY FORM

The All-State Commander’s Entry Form should be at Department by April 30, 2012. Pictures will be taken at the State Convention (you may send a 2 x 3 picture in with the form). All-State judging will take place on May 21, 2012. 

MEMBERSHIP BONUS POINTS

Membership must be received at National by the following dates NO EXCEPTIONS!

 Ten (10) points will be awarded if Post is 100% by November 30, 2011

Eight (8) points will be awarded if Post is 100% by December 31, 2011

Six (6) points will be awarded if Post is 100% by January 31, 2012

Three (3) points will be awarded if Post is 100% by March 31, 2012

Two (2) points will be awarded if Post is 100% by April 15, 2012

Points are not cumulative. If you are 100% by November 30, 2011 you get ten points and that is it.

NEW & REINSTATED MEMBERS

1.  One (1) point for every three (3) new or reinstated members (or fraction thereof)

2.  One (1) point for every percentage point (or fraction thereof) over 100%

AMERICANISM

1.  Three (3) points if Post is reported to Department by September 30, 2011

2.  One (1) point per month if Post submits report to Department by 10th day of the month following activity.

BUDDY POPPY

1.  Five (5) points if a Post purchases ten (10) poppies per member by December 31, 2011 (500 minimum order of poppies).

2.  Two (2) points will be awarded for ordering more than the previous year.

3.  One (1) point for ordering a minimum of 500 poppies.

CAMP TROTTER

1.  One (1) point for each life member [five (5) points maximum] will be awarded if a member or Post purchases a life membership to Camp Trotter

2.  Three (3) points for every student [fifteen (15) points maximum] if a Post financially sponsors a student to Camp Trotter during the camping season.

3.  One (1) point for each $25.00 or $1.00 per member [four (4) points maximum] donated to Camp Trotter General Fund.  Donations must go through Department.

CANCER

1.  One (1) point for each $25.00 or $1.00 per member donation to the Department of Michigan Cancer Research Program [maximum of four (4) points]. Donations must go through Department.

COMMUNITY SERVICE / YOUTH ACTIVITIES

A.    Youth Activities

1.      Three (3) points if Post is reported to Department by September 30, 2011.

2.      One (1) point if Post reports after September 30, 2011.

B.     Any other Community Service Volunteer Activity

1.      Three (3) points for any other Community Service Volunteer Activity reported by September 30, 2011.

2.      New Member Community Service – Five (5) points if reported to Director by program deadline.

3.      Outstanding Community Service Project – Five (5) points if reported to Director by program deadline.

C.     Commander’s Special Project

1.      One (1) point for each $25.00 or $1.00 per member donation to the Commander’s Special Project Camp Trotter [maximum of four (4) points].  Donations must go through Department.

D.    Scout Program

1.      One (1) point for each $25.00 donated to the Scouting Program – maximum of four (4) points. Moneys donated to Department will go towards the three (3) scholarships.

2.      Five (5) points for each youth category the Post sponsors or co-sponsors a Scout to the Department Director for judging. April 1, 2012 is the deadline to submit to director. Eagle Scout of the Year, Girl Scout Gold Award of the Year and Venture Scout Silver Award of the Year.

3.      Five (5) points for sponsoring a new scout unit. Three (3) points for sponsoring any scouting unit [twelve (12) points maximum].

E.     Fort Custer National Cemetery

1.   Five (5) points if the Post or member purchases a $329.00 flag pole for the Cemetery.

          F.   Great Lakes National Cemetery

                        1.   One (1) point for each $25.00 donated to the cemetery (four (4) points maximum).

          G.   Monthly Reporting

1.      One (1) point per month if Post summits a Community Service Report to      Department by the 10th day of the month following the activity.

2.      Five (5) points if a Post submits all 12 months reports as described in number one above.

DAY OF CHALLENGES

1.  One (1) point for each $25.00 or $1.00 per member donated to the Day of Challenges Program [maximum of four (4) points].  Donations must go through Department.

DRUG & SAFETY

A. Drug

    1. Three (3) points if Post is reported to Department by September 30, 2011.
    
    2.
One (1) point if Post submits report after September 30, 2011.

B. Safety

    1.      Three (3) points if Post is reported to Department by September 30, 2011.

    2.      Five (5) points per category if a Post submits a Firefighter of the Year, Law Enforcement of the Year, EMT of the Year Program.

    3.      One (1) point if Post submits report after September 30, 2011.

EMPLOYMENT/HOMELESS VETERANS

1.  Five (5) points will be awarded if the Post sponsors a Homeless Veterans program. (Report of project must be sent to the director of the program.

2.  One (1) point will be awarded for each $25.00 or $1.00 per member donated to a Homeless Veterans program Maximum of four (4) points. Donations must go through Department.

3.  Five (5) points will be awarded to any Post that sponsors a Job Fair.

GOLD STAR MOTHERS

1.  One (1) point will be awarded for each $25.00 or $1.00 per member donated to the Gold Star Mothers [four (4) points maximum]. Donations must go through Department.

BLUE STAR MOTHERS

1.  One (1) point will be awarded for each $25.00 or $1.00 per member donated to the Blue Star Mothers [four (4) points maximum]. Donations must go through Department.

HOSPITAL PROGRAM

1.  Three (3) points if the Post is reported in a Hospital Program by September 30, 2011.

2.  One (1) point per month will be awarded if Post submits a Hospital Report to Department by the 10th of each month.

LEGISLATIVE

1. Three (3) points if a Post has reported by September 30, 2011.

2.  One (1) point per month if Post contacts a Legislator and submits proof of contact to the Activity Evaluations Director for credit.

MICHIGAN FREEDOM ACADEMY

1.  Six (6) points will be awarded if the Post financially sponsors a student to the Freedom  Academy in Alpena, Michigan. (Points are awarded if the Post sponsored a student between May 1, 2011 and April 30, 2012).

2.  One (1) point for each $25.00 or $1.00 per member donated to the Freedom Academy [maximum of four (4) points]. Donations must go through Department.

NATIONAL CEMETERIES

1.  One (1) point will be awarded for each $25.00 or $1.00 per member donated to the National Cemeteries (Fort Custer and Great Lakes) [four (4) points maximum]. Donations must go through Department.

NATIONAL MILITARY SERVICES - All donations must go through Department Headquarters.

MAP:

    1.      Five (5) points if Post purchases twenty (20) or more MAP Pins @ $3.00 each to be sold at Post. Pins must be paid for when ordered.

    2.      One (1) point for each $25.00 or $1.00 per member donated to MAP [maximum of four (4) Points].

Operation Uplink

    1.      One (1) point for each $25.00 or $1.00 per member donated to Operation Uplink [maximum of four (4) points].

Adopt a Unit

    1.   One (1) point for each $25.00 or $1.00 per member donated to Adopt-a-Unit [maximum of four (4) points].

Unmet Needs

    1.   One (1) point for each $25.00 or $1.00 per member donated to the Unmet Needs Program [maximum of four (4) points]. Donations must go through Department.

VFW NATIONAL HOME FOR CHILDREN

     1.  Three (3) points if the Post registers its colors on Michigan Day at the VFW National Home for Children.

     2.  One (1) point for each $25.00 or $1.00 per member donates to the VFW National Home for Children [maximum of four (4) points]. Donations must go through Department to receive points.

     3.  One (1) point per Life Member [five (5) points maximum] will be awarded if the Post or a member purchases a Life Membership to the VFW National Home for Children. 

     4.  Five (5) points for each National Home child financially sponsored to Camp Trotter during the camping season (15 points maximum).

VFW TRAINING PROGRAM

1.  Two (2) points per Officer if the Post Commander, Sr. Vice, Jr. Vice, Quartermaster and Adjutant attend the VFW Training Seminar or the modified seminar [fifteen (15) points maximum]. You only receive points for the first training you attend. You will not receive more for attending all training programs.

POW – MIA

1.  Three (3) points if Post sponsors a POW – MIA program and reports it to the Director.

2.  One (1) point if a Post member participates in a POW-MIA program and reports it to the Director [three (3) points maximum].

SERVICE OFFICERS CLASS

1.  Three (3) points if a Post holds a class. Sign-in attendance must be sent to All-State Director.

2.  Two (2) points to a Post that sends their Service Officer to a class. You only receive points

TEACHER OF THE YEAR

1.  Five (5) points awarded for each category, (K-5, 6-8, 9-12) if the Post sponsors or co-sponsors a teacher for judging. (Must be reported to the Director)

VOICE OF DEMOCRACY

1.  Five (5) points will be awarded if the Post sponsors or co-sponsors a student entry to District for judging

PATRIOTS PEN

     1.  Five (5) points will be awarded if the Post sponsors or co-sponsors a student entry to District for judging.

ALL – STATE COUNTY COUNCIL COMMANDER’S PROGRAM

Each team member will receive All-State County Council Commander’s cap, a special gift and an All-State Commanders Citation. The County Council Commander with the highest point total will be named the Captain of the All-State County Council Commander’s team.  That person will also receive $300.00 cash award for the 2012 National Convention.  You must attend the National Convention to receive this award. This award is not transferable and no substitutions will be permitted.

COMMANDER’S ENTRY FORM

County Council Commander, Senior Vice Commander or Junior Vice Commander must attend all C of A meetings at Department Conferences and Convention. Must be in compliance with the Department By-Laws in regard to County Council audits and bond.

MEMBERSHIP

1. Must be 100% in membership.

2. One (1) point will be awarded for each member over 100%. Points will be awarded based on the National Membership Report of April 30, 2012.

AUDITS AND DUES

County Council must be 100% in audits, delegate dues and election reports.

ALL-STATE DISTRICT COMMANDER PROGRAM

Each team member will receive All-State District Commander’s cap, a special gift and an All-State Commander’s citation.  The District Commander with the highest point total will be named Captain of the All-State District Commander’s team.  That person will also receive $300.00 cash award for the 2012 National Convention. You must attend the National Convention to receive this award. This award is not transferable and no substitutions will be permitted.

3.  District must be 100% inspected by May 15, 2012.

AUDITS AND DUES

1.  District must be 100% in Post audits, delegate dues and election reports.

2. All ties will go to those Councils and District who show the earliest 100% membership date.
