2018-2019 ALL STATE PROGRAM
In order to be in contention for All-State honors, a Post must meet the following criteria:
ALL MONETARY DONATIONS MUST GO THROUGH DEPARTMENT!
1. A Post must be 100% in membership, reported to National membership by April 30, 2019.
2. A Post must have at least 1 new member.
3. A Post must be in good standing with ALL National and Department By-Laws, in regard to Post audits, bond, election report and District attendance.
5. A Post must obtain a minimum of 150 points.
Each All-State Commander will receive an All-State Post Commander’s cap, All-State Commander’s pin and All-State Commander’s citation.
The Post commander with the highest point total will be named Captain of the All-State Post Commander’s team. That Post will also receive a $300.00 cash award for the 2019 State Convention. You must attend the State Convention to receive this award.
Each All-State Quartermaster will receive an All-State Post Quartermaster’s cap and All-State Post Quartermasters pin.
A Post, County Council or District which meets all the requirements for All-State by April 30, 2019, will receive the All-State Award at the State Convention, however, a Post or Council or District that has all of their reports completed and turned in by April 30, 2019 has until June 30, 2019, to meet the All-State membership requirements.
The Post, County Council and District All-States earned after April 30, 2019 and before June 30, 2019, will have their awards presented at the Posts/Councils/Districts first District Meeting or if requested at the first State Conference
THE VFW NATIONAL WEBSITE WILL BE USED FOR MEMBERSHIP INFORMATION
(www.vfw.org) NO EXCEPTIONS! SO ALLOW FOR PROCESSING TIME.
DEPARTMENT REPORT SHEET AND DIRECTOR INFORMATION WILL BE USED FOR PROGRAM REPORTS.
COMMANDER’S ENTRY FORM
The All-State check list must be at Department by April 30, 2019 to be considered for All-State. Pictures will be taken at the State Convention (you may send a 2 x 3 picture in with the form).
All-State judging will take place on May 2, 2019.
MEMBERSHIP BONUS POINTS
Membership must be received at National by the following dates NO EXCEPTIONS!
Ten (10) points
will be awarded if Post is 100% by November 30, 2018
Eight
(8) points will be awarded if Post is 100% by December 31, 2018
Six
(6) points will be awarded if Post is 100% by January 31, 2019
Four (4) points
will be awarded if Post is 100% by February 28, 2019
Three
(3) points will be awarded if Post is 100% by March 31, 2019
Two
(2) points will be awarded if Post is 100% by April 15, 2019
Points are not cumulative. If you are 100% by November 30, 2018 you get ten (10) points only.
NEW & REINSTATED MEMBERS
1. One (1)
point for every new or reinstated member.
2.
One (1) point for every percentage point (or fraction thereof) over 100%
AMERICANISM
1. One (1) point per month if Post submits a report to Department by the 10th of the month
following the activity.
2. Three (3) points if a Post sponsors a Flag Disposal Ceremony. [Three (3) points maximum].
Ceremony must be reported to the Americanism Director.
3. Three (3) points if a Post sponsors a Loyal Day program. Program must be reported to the
Americanism Director.
4. One (1) point if a Post member participates in a Loyalty Day program (other than the previously
mentioned). [Three (3) points maximum]. Program must be reported to the Director with photos.
BLUE STAR MOTHERS
1. One (1) point if a Post donates $25 or $1 per member donated to the Blue Star Mothers. [Four (4) points maximum].
BUDDY POPPY
1. Five (5) points if a Post purchases a minimum of 500 poppies by December 31, 2018.
2. One (1) point for ordering more than the previous year.
CAMP TROTTER
1. Four (4) points for every child (or child scholarship) a Post financially sponsors to Camp Trotter during the camping season to include children from the VFW National Home. Post number, child’s name(s)(or scholarship amount) and amount donated must be reported to the All-State Director. [Sixteen (16) points maximum].
2. One (1) point for each Camp Trotter life membership purchased by a member or the Post. [Five (5) points maximum].
3. One (1) point for each $25 or $1 per member donated to Camp Trotter. [Four (4) points maximum]. Checks must go through the Department.
4. One (1) point for every ten (10) hours donated to Camp Trotter for Children. [Five (5) points
maximum]. All hours must be reported to the Camp Director.
CANCER
1. One (1) point for each $25.00 or $1.00 per member donation to the Department of Michigan
Cancer Research Program. [Four (4) points maximum].
COMMUNITY SERVICE
Monthly Reporting
1. One (1) point per month if a Post submits a Community Service Report to Department by the
10th day of the month following
the activity.
Any other Community Service Volunteer
Activities are reportable.
1. Five (5) points if any New Member Community Service project is reported to the Community
Service Director by the program deadline.
2. Five (5) points if an Outstanding Community Service Project is reported to the Community
Service Director by the program deadline.
Commander’s Special Project
1. One (1) point for each $25.00 or $1.00 per member donates through Department for Cancer
[Four (4) points maximum].
DAY OF CHALLENGES
1. One (1) point for each $25.00 or $1.00 per member donated to the Day of Challenges Program.
[Four (4) points maximum ].
GOLD STAR MOTHERS
1. One (1) point for each $25.00 donated to the Gold Star Mothers. [Four (4) points maximum].
HOSPITAL PROGRAM
1. One (1) point per month if a Post submits a report to Department by the 10thof each month
following the activity. [Twelve (12) points maximum].
LEGISLATIVE
1. One (1) point will be awarded each month a Post submits a legislative report or response letter
with your monthly Community Activity report. [Twelve (12) points maximum].
NATIONAL CEMETERIES
1. One (1) point will be awarded for each $25.00 or $1.00 per member donated to the National
Cemeteries (Fort Custer and Great Lakes). [Four (4) points maximum].
NATIONAL HOME
1. Three (3) points if a Post registers its colors on Michigan Day at the VFW National Home for
Children.
2. One (1) point for each $25.00 or $1.00 per member donated to the Michigan House at the VFW
National Home for Children. [Four (4) points maximum].
3.
One (1) point per life membership to the VFW National Home for Children
purchased by the
Post or a member [Five (5) points
maximum].
PATRIOTS PEN
1. Five (5) points if a Post sponsors or co-sponsors a student entry to District for judging.
POW-MIA
1. Five (5) points if a Post sponsors a POW-MIA program that involves the public. Program must be
reported to the All-State Director.
2. Three (3) points if a Post sponsors a POW-MIA program at the Post. Program must be reported to
the Director.
3. One (1) point if a Post member participates POW-MIA program (other than the previously
mentioned). [Five (5) points maximum]. Program must be reported to the Safety Director.
SAFETY
Drug
1. One (1) point per month if a Post submits a
report to Department by the 10th day of the
month following the activity. [Twelve (12) points maximum].
Safety
1. One
(1) point per month if a Post submits a report to Department by the 10thday of the
month following the activity.
2. Five (5) points per category when a Post submits to the Director a Firefighter of the Year
award, Law Enforcement Officer of the Year award or Emergency Medical Technician of the
Year award. Entries must be submitted to the Safety Director by December 31, 2017.
3. Three (3) points if a Post submits a name for a Life Saving Award. When submitting an entry,
make sure you include supporting documents in the form of newspaper
articles, etc. [Three (3) points maximum]. Entry must be submitted to the Safety Director.
SCOUTING
1. One (1) point for each $25.00 donated to the Scouting progam. [Four (4) points
maximum]. Donations must go through Department.
2. Four (4) points for each youth category the Post sponsors or co-sponsors and sends
to the Director for judging by April 1, 2018. Categories include:
Eagle Scout of the Year
Girl Scout Gold Award of the Year
Venture Scout Summit/Quartermaster Award of the Year
3. Five (5) points for sponsoring a new Scouting unit with a copy of the charter being
sent to the All-State Director.
4. Three (3) points for supporting any Scouting unit. Proof must be sent to the
All-State Director.
SERVICE OFFICERS CLASS
1. Three (3) points if a Post holds a class. Sign-in attendance must be sent to the All-State Director.
2. Three (3) points to a Post that sends their Service Officer to a class. A report must be sent to the
All-State Director
3. One (1) point for any other Post member that attends. [Ten (10) points maximum]. A report must
be sent to the All-State Director.
TEACHER OF THE YEAR
1. Five (5) points in each category, (K-5, 6-8, 9-12) when a Post sponsors or co-sponsors a teacher
for judging. Proof must be reported to the Director. [Fifteen (15) points maximum].
VETERANS AND MILITARY SUPPORT
MAP
1. Three
(3) points if a Post purchases twenty (20) or more MAP Pins @ $3.00 each.
2. One (1) point for each $25.00 or $1.00 per
member donated to MAP. [Four (4) points
maximum].
Operation Uplink
1. One (1) point for each $25.00 or $1.00 per
member donated to Operation Uplink. [Four (4)
points maximum].
Adopt a Unit
1. One (1) point for each $25.00 or $1.00 per
member donated to Adopt-a-Unit. [Four
(4) points
maximum].
Unmet Needs
1. One (1) point for each $25.00 or $1.00 per
member donated to the Unmet Needs Program. [Four
(4) points maximum].
NATIONAL DESERT STORM WAR MEMORIAL
1. One (1) point for each $25.00 donated National Desert Storm War Memorial. [Four (4) points
maximum]. Donations must go through Department.
VOICE OF DEMOCRACY
1. Five (5) points will be awarded if a Post sponsors or co-sponsors a student entry to District
for judging. [Five (5) points maximum].
VTS PROGRAM
1. Two (2) points per elected officer (Commander, Sr., Jr., QM, Trustees and Adjutant) who
attends a Veterans Training Seminar.
2. One (1) point for any other member who attends a Veterans Training Seminar. [Fifteen (15)
points maximum].
3. Two (2) points if a Post donates their hall for VTS training.
YOUTH ACTIVITY
1. One (1) point if a Post submits a report to Department by the 10thday of the month following the
activity. [Twelve (12) points maximum].
ALL – STATE COUNTY COUNCIL COMMANDER’S PROGRAM
Each team member will receive All-State County Council Commander’s cap and an All-State Commanders Citation. The County Council Commander with the highest point total will be named the Captain of the All-State County Council Commander’s team. That County Council will also receive $300.00 cash award for the 2019 State Convention. You must attend the State Convention to receive this award.

District must sponsor a public Americanism, Loyalty Day or POW-MIA program. Program must be reported to the Director.
PARTICIPATION
District Commander, Senior Vice or Junior Vice must attend each C of A at Department Conferences and Convention. The District must be in good standing with Department and National By-Laws in regard to District audits and bond.
MEMBERSHIP
1. Must be 100% in membership, reported to National membership by April 30, 2019.
2. Must have at least 10 new members.
3. One (1) point will be awarded for each member over 100%.
INSPECTIONS
1. Ten
(10) points will be awarded if all Posts in the District are inspected by
September 1, 2018.

Five (5) points will be awarded if all Posts in the District are inspected by
October 1, 2018.
3. District must be 100% inspected by December 31, 2018.
AUDITS AND DUES
1. District must be 100% in Post audits and election reports.
In the event of a tie, the County Council or District who showed the earliest 100% membership date will be the winner.
